Reverend Dr. Gary Carr is a native of Wallace North Carolina. He is a graduate of Wallace Rose Hill High School, Teachey, North Carolina and has completed a BS in Human Resources, an MBA in Business Administration from Camden University, BS and MBA in Biblical Studies from International Seminary Fla. and a Doctor of Ministry from Creekview University Texas. He accepted Jesus Christ as his personal Savior at the age of 26; and in 2003, at the age of 44, he responded to the call to preach the gospel.
Since 2003, Dr. Carr has served in ministry in various capacities and has had a passion for teaching people how to apply the Word of God in their everyday lives. He served faithfully as a Minister in training under the leadership of Reverend Dr. Joel Nelson the Director of Church Development Fredericksburg Baptist Association. In a short period of time, he was a licensed to preach the gospel.

In November 2010 Dr. Carr was ordained as Reverend with the Ministerial Association at International Seminary School, Florida. February 2011 he was ordained and appointed Elder by Reverend Dr. Joel Nelson, Senior Pastor, New Destiny Baptist Church, Fredericksburg Virginia. This added further responsibilities of overseeing the Equipping Ministry, preparing and strengthening Christians to do the work of the Kingdom through teaching the Word of God.
He also serves as the Elder Overseer of the 3F Ministry (Fellowship, Finance, and Family), New Destiny Baptist Church. He has conducted workshops for Sunday School, Marriage, Leadership Training, and Deacon and Deaconess Training. During a mission to trip to Pistoia Italy, he preached the word of God and a family converted to Baptist from Catholic. Dr. Carr served as Assistant Pastor for Christian Education / Discipleship Ministry, at Mount Olive Baptist Church, Stafford, VA.

He is the founder of Crosswinds Ministry Consultants and a member of the Society for Church Consulting Andover MN, and a member of the Association of Biblical Counselors Bedford Texas. Dr. Carr is served as professor at Cornerstone College of Virginia, where he was responsible for preparing course materials and teaching classes to graduate and undergraduate students.
Dr. Carr joined Shiloh New Site Baptist Church, Stafford, VA in 2019 and immediately began serving in several leadership positions. ​In September 2021, he was elected Assistant Pastor, responsible for supporting the Senior Pastor in leadership and administrative roles at the church. On September 24, 2022, Dr. Carr was installed as the 5th pastor of Shiloh New Site Baptist Church.
Dr. Carr is a devoted husband, father, and grandfather. He and Reverend Robin Carr have three daughters Kimberly Shonda, and Courtney, and 6 grandchildren. As a man of God, husband, father, and grandfather, Dr. Carr embodies the model of a Christ-centered family, who witnesses to others by his demonstration of love. Through the loving example set by him and his family, families are being rebuilt and youth are beginning to rise up! To God be the Glory!
Dr. Carr is a retired US Army Command Sergeant Major and retired from the National Geospatial-Intelligence Agency, where he served as a Division Chief in the Human Development Directorate. He is a member of Kappa Lambda Chi Military Fraternity, Incorporated.
