Reverend Carr is a native of Hampton, Virginia, whose life and ministry are rooted in a deep love for God and a heartfelt desire to serve and care for others. Her personal mission is “To guide people toward wholeness and health through compassionate support, integrating their spiritual and personal values.” Her ministry reflects the heart of a caregiver—one who is called to protect, nurture, encourage, and provide compassionate pastoral care to those in need.

From an early age, Reverend Carr learned the importance of having a personal relationship with God. At the age of 12, she accepted Christ and was baptized, beginning a lifelong journey of faith and service.

Reverend Carr is a Certified Pastoral Care Specialist, sponsored by Pastoral Counseling of Northern Virginia. Her passion is helping individuals navigate life's challenges by providing compassionate, scriptural, and spiritually grounded support. Her ministry is characterized by generosity, empathy, reliability, and a deep sense of responsibility for the spiritual and personal well-being of others.

Before answering the call to ministry, Reverend Carr proudly served her country in the United States Army. She is a retired Army Master Sergeant (E-8) and a combat veteran of Desert Shield/Desert Storm. Among her many accomplishments, she was awarded the Bronze Star and made history as the first female Senior Drill Sergeant for Whiskey Company, 244th Quartermaster Battalion at Fort Lee, Virginia. Her military service developed within her a profound sense of discipline, leadership, resilience, and commitment—qualities that continue to shape her ministry today.

In 2000, Reverend Carr answered God's call to ministry at Rehoboth Baptist Church in Columbia, South Carolina, where she began serving as an Evangelist. During that season of ministry, she also preached in the federal jail as part of the church's prison ministry, demonstrating her belief that God's Word and grace are for everyone, regardless of circumstance.

Reverend Carr has served extensively within the Fredericksburg Baptist Association, assisting churches throughout the association with its mission of church planting and church development. In June 2012, she was ordained as a Reverend/Elder. Throughout her ministry, she has served as a Youth Pastor and Interim Pastor and has ministered in various capacities to meet the spiritual needs of God's people.

She is a graduate of International Seminary, where she earned a Master of Ministry in Christian Counseling and a Bachelor of Science in Ministry. Her education and pastoral-care training have strengthened her desire to minister to the whole person—spiritually, emotionally, and personally.

Reverend Carr is currently honored to serve as the First Lady of Shiloh New Site Baptist Church in Stafford, Virginia, alongside her husband, Rev. Dr. Gary Carr, Pastor of Shiloh New Site Baptist Church. She considers it one of life's greatest blessings that Jesus has joined them together in marriage and ministry.

She is also a member of the Fredericksburg Alpha Zeta Chapter of Kappa Epsilon Psi Military Sorority and Ministers Wives and Ministers Widows of Fredericksburg.

Family is a treasured part of Reverend Carr's life. She is the proud mother of three daughters: Kimberly Shropshire and son-in-law James, Shonda Harris and son-in-law Colin, and Courtney Moore and son-in-law Kalvin. She is also blessed with six grandchildren, who bring great joy to her heart.

At the center of Reverend Carr's life is her faith in Jesus Christ. Her life's motto and guiding Scripture is:

“I can do all things through Christ who strengthens me.” — Philippians 4:13

Her life is a testimony of faith, service, perseverance, leadership, and compassion. Whether serving her country, supporting her family, caring for God's people, or encouraging someone through a difficult season, Reverend Carr strives to live out her calling with grace and purpose—believing that when God calls, He also equips, strengthens, and provides the grace to fulfill the assignment.
